I had the honour, in my letter of 27th. December last, to reply briefly to Your Excellency's letter of 24th. December last on the subject of the method by which the rate at which salaries are paid under the new system is calculat- -ed, in order at once to correct the erroneous impression which Your Excellency had formed of my proposal owing to its im- -perfect statement.

But the question being one of considerable importance and some difficulty, being one moreover which may recur frequently in the future, and further being one which affects a large number of persons, I venture now to put before Your Excellency a memorandum in which I have drawn up in a more precise form that I did in my letter of 17th. December last,
the considerations which have led me to the conclusion that the
method adopted by the Treasury for the calculating the salary
rate for December was erroneous. I feel that this is the more
necessary, as I had failed to convey to Your Excellency the
essential point of the suggestion I had made as to the method
in which this rate should have been calculated.

In coming to the conclusion as to what is
the accurate way of calculating the rate in the the circums-
-tances which prevailed during the months of November and
December I have not desired to put forward a scheme which is
merely logical; I have considered the question what is the
true construction of the rule contained in General Order 32 (5)
and 35 (1) as applied under the new instructions of the Secreta-
-ry of State; and I therefore lay it before Your Excellency as
the expression of my opinion as to the rights of the civil Excellency
